I need to get a new employee badged.
  • Print the most current version of the required form(s) from the Access Control Office's website, Signatory tab
  • Have the applicant fill the form(s) out.
    • Have the applicant provide you with the two (2) forms of acceptable, unexpired ID they will be bringing with them when they come to fingerprint
      • Look at the expiration dates to make sure the documents are not expired
      • Look at the dates of birth to make sure they match – if they are different, the document with the incorrect date of birth can not be used as a form of ID
      • Confirm the information provided to you on the forms are accurate (i.e., the spelling of the name, any alias' are accounted for)
    • If required to submit a 10-year history, ensure there are:
      • No gaps in time
      • All references are business/school-related for employment and education
      • No references listed are related by blood or marriage (this includes family-owned/run businesses)
    • Enter the information in SAFE. Confirm the information entered is correct from the provided forms and IDs
    • Schedule an appointment with the Access Control Office or walk in with the applicant
      • Make sure the applicant is ready to present the two (2) forms of ID you used when entering their information in SAFE, their paperwork
      • Arrive early for your appointment to ensure you are seen promptly. Late arrivals risk being turned away OR being processed as standby.
I brought a group of people to fingerprint.  Can I send them all for training once they clear?

As you receive clearance notices, send applicants for their training.  Once the ACO processes an applicant, the clearance is no longer in the hands of SAN.  TSA & FBI will advise the airport once a person has been cleared through their process.  This can be anywhere from 1 to 30+ days.  It is also not a first processed, first cleared system either.  Send that person once you receive a clearance notice; do not wait for others to clear.  Once the notice is received, the applicant only has 30 days from the date on the notice to take possession of their badge.  If they fail to meet this deadline, they will be required to reprocess (including new paperwork, fees as applicable, and wait for a new clearance before being able to train.

My employees need to renew their badge.
  • Log into the SAFE Portal and approve the renewal from your dashboard
  • If they do not appear on your dashboard, they are most likely outside the 30-day window and unable to renew at that time
  • Once approved, reach out to the badge holder and advise them to bring two (2) forms of acceptable, unexpired ID, their badge, and a form of payment (if applicable) to the Access Control Office before their badge expires
  • They will need to complete training in the training room before their badge is renewed
  • If they choose to make an appointment for renewal, they must have all the training completed before their appointment time
I need to add/remove a privilege from one of my badge holders.

Log into the SAFE Portal and add/remove the privilege(s).  Once you have done this, send the badge holders to the Access Control Office to have their badge reprinted.  This should be done within 48 hours.  As a reminder, adding privileges may require additional training before the badge can be reprinted.

I am limited on the number of escorts I can have.

Only grant escort privileges to those who need to have it.  Remove privileges from those who no longer need the privilege.  You can always add it back later if you see there is still a need to do this.  Leave yourself some room if an unforeseen circumstance arises that requires you to increase your numbers.

I am limited on the number of SIDA Badges I can have.

Only request SIDA Badges for those who need to have them.  Remove SIDA privileges from those who no longer require the access.  You can always add it back later if you see there is a need.  Leave yourself some room if an unforeseen circumstance arises that requires you to increase your numbers.

I have an employee who quit and won't return their badge to me.
Remind the badge holder:
  • Their badge is property of the Airport and is required to be returned upon separation of employment
  • They can put their badge in any USPS mailbox as is…no envelope or postage required, and it will be returned to the Airport.
  • They will not be approved for another badge unless their badge is returned or paid for.
If your company is audited (either by the Airport or TSA), you will be required to show that a good-faith effort was made to retrieve the badge.  This can be accomplished by documenting any phone calls, e-mails, and text messages.  You can also send a letter via certified mail to show your efforts if audited.
 DNNSmart.SuperFAQ - Vehicle Permits
How can we drive on the AOA with our company vehicle(s)?

First and foremost, there must be an operational need to operate a vehicle on the AOA. Once that has been established, you will need to fill out the application and submit the packet to the Access Control Office for review and processing.

What do I need to include in my application packet for vehicle permits?

A complete application packet includes a typed application, current registration for each vehicle being requested, and a current Certificate of Insurance with a minimum of $10M coverage for either Automobile Liability or a combination of Automobile Liability and Excess Liability.

How many vehicles can we have permitted?

As many as are operationally required. If you have a fleet of 10 vehicles but only have two (2) or three (3) that will be used, only permit the two (2) or three (3), not all 10.

What if a vehicle is sold? Can we put that permit on a replacement vehicle?

No. Permits are not transferrable. They are assigned to a specific vehicle when issued. If you sell a vehicle or remove it from your fleet for other reasons, be sure to retain the permit, return it to the Access Control Office, and submit an application packet for a new permit for the new vehicle.

We have full coverage for our vehicle(s). Is this enough?

Insurance requirements for being issued a permit are rigorous. You will need to submit a Certificate of Insurance that evidences a minimum of $10M coverage in either Automobile Liability, or a combination of Automobile Liability and Excess Liability. Insurance cards kept in the glove box of a vehicle do not satisfy insurance requirements.

We just purchased a new vehicle and do not have the registration yet. Can we apply for a permit?

Yes. When applying, you must include a picture/copy of the temporary plate issued to that vehicle. Once you receive the registration and permanent plates from the DMV, you must provide the updated information to the Access Control Office.

We have a company delivering a shipment to us. Do we need to get a permit for them?

No. You can apply for a vehicle escort placard. The escort placard can be used for deliveries, repairs, off-site mechanics, or someone visiting temporarily. That vehicle must be escorted through a vehicle gate and at all times while in motion on the AOA. Think of the escort placard like a visitor badge, but for the vehicle.

We are using a rental vehicle for a period of time but need to be able to drive on the AOA. Can it be permitted if we don't have the registration?

Yes. When applying for a permit, include the rental agreement in place of the registration.

How often do I have to renew permits?

AOA permits expire every June 30. The Access Control Office will communicate the audit process with companies.

How often do I have to renew vehicle escort placards?

Vehicle escort placards do not expire. However, they are physically verified at least once a year by the Access Control Office.

What if my Certificate of Insurance or vehicle registration expires any time other than June?

Companies are responsible for ensuring the Access Control Office has the most current documentation on file. Failure to keep current documentation on file may result in denial of access to the AOA until resolved. Insurance submissions to the Airport's Risk Team do not satisfy the requirement of updating the Access Control Office.

What if a permit is lost/stolen?

Lost/stolen permits will incur a $15.00 replacement fee.

What if an escort placard is lost/stolen?

Lost/stolen escort placards will incur a $15.00 replacement fee.

 DNNSmart.SuperFAQ - Training
I cleared my background. What do I do for training?

Once a badge applicant has cleared their background and their Signatory has been notified, they will be required to attend training to receive their badge. Badge applicants need to arrive at the training room with their clearance notice (hard copy or electronic) and a photo ID. At the bottom of the clearance notice is a table of modules and times to check-in based on how many modules a person is taking. NOTE: TRAINING SHOULD BE COMPLETED IMMEDIATELY UPON RECEIPT OF CLEARANCE NOTICE.

How do I know how many modules I am taking?
Each badge holder has different training requirements, depending on their job and company needs. Modules include:
  • SIDA/Sterile Badge Training
  • Non-Movement Area Driving
  • Movement Area Driving
  • Introduction to Authorized Signer Training
  • Authorized Signer Training
  • Badge Renewal Training
When can I attend training?

Please see the Training portion of our website for the most current hours of the training room.

What training do I need to take to get my badge?

Training depends on the job for which you were hired AND what your company deems necessary for their operation. Everyone will take the standard badge training (SIDA or Sterile). Those who will be Signatories and/or drivers will require additional training.

Is there any continual training I am required to take?

All badge holders are required to take annual badge renewal training. In addition, those who drive in the Movement Area and those who are a Signatory have additional annual training requirements.

I am becoming a Signatory. What should I expect?

New Signatories will be required to be appointed by the Senior Signatory for their company. Once that privilege has been added to SAFE, the Senior Signatory will sign the ASAT Designation Form and give it to the new Signatory. When the new Signatory comes for training, they will be required to take three (3) computer modules. Those modules are SIDA, Introduction to Authorized Signer Training, and Authorized Signer Training. Upon completing those modules, they will be scheduled for the Access Control Office Policies and Procedures Training. This training is not computer-based and only offered on select Friday afternoons, based on staff availability. Both trainings are required to retain the Signatory Privilege.

I am currently a Signatory. What do I need to do?

Current Signatories must attend the computer-based training annually to retain their privilege. Policies and Procedures is not required annually. However, Signatories may request to attend as often as they would like. Signatories can also be required to reattend one or both trainings during the year should the Access Control Office deem it necessary based on performance.

Can I take training before I clear my background check?

No. No training is not conducted until a successful background has been completed. The training includes Sensitive Security Information (SSI).

Can I bring a snack with me?

No. Food and drink are not permitted in the training room. Please review the Training Room rules posted throughout the training room when checking in.

Can I take notes?

No. Note-taking is not permitted. Please review the Training Room rules posted throughout the training room when checking in.

I just became a Signatory and was told I needed to attend Policies and Procedures. How do I know when the next session is?

Once you complete the computer-based training, you should receive an e-mail within a week letting you know the following date/time the training is held. This training is typically held on the last Friday of the month. However, this may change from month to month as it is only offered on Friday afternoons when the Access Control Office staff are available. Training is in-person, not computer-based.

 DNNSmart.SuperFAQ - SAFE Signatory Portal
I get a message telling me no active badge is found when I try and log in. What do I do?

This message indicates that your badge has expired. Take a look at the expiration date on your badge. If it has passed, you will need to renew your badge before getting back into the SAFE Portal.

I get a message telling me training is not complete or expired when I try and log in. What do I do?

This message indicates your signatory training has expired. You will need to go to the Access Control Office training room and complete the Signatory training before access to SAFE can be reinstated. Computer-based training is required of all signatories annually. The Access Control Office encourages signatories to take their annual recurrent training when they renew their badge, so they expire on the same day, although not required.

I have an employee who needs to have driving privileges added to their badge. Do I fill out a form?

No. Anytime a privilege is added to an existing badge holder, a Signatory needs to log in and assign that privilege in SAFE.

I have an employee who needs to have escorting privileges added to their badge. Do I fill out a form?

No. Anytime a privilege is added to an existing badge holder, a Signatory needs to log in and assign that privilege in SAFE.

I have an employee who no longer needs to drive. What do I do?

Anytime a privilege needs to be removed from an existing badge holder, a Signatory needs to log in and remove that privilege in SAFE. Once this is done, the badge holder or Signatory needs to bring the badge to the Access Control Office within 48 hours for reprinting.

I can't remember my username or password to log in. What do I do?

Contact the Access Control Office to reset your login credentials. The Forgot feature of SAFE is not functional.

I have a new employee I need to get badged. Do I do anything in SAFE before bringing them to the Access Control Office?

Yes. You will need to enter their information in SAFE before bringing them to our office. Along with entering their information, you will also assign them the badge type and any privileges you need them to have. Once it is successfully submitted, you will see their UPID number has been generated. Add this to their application as confirmation you have completed the data entry step.

I have an employee who used to work for us and is now returning. Do I do anything in SAFE before bringing them to the Access Control Office?

Yes. You will need to enter their information in SAFE before bringing them to our office. When entering their name, date of birth, and social security number, SAFE will prompt you that they already exist and ask if you want to merge the profiles. You do want to merge the profile.  DNNSmart.SuperFAQ - New Company
I would like to do business with the San Diego International Airport. How do I get my company set up to do this?

Please refer to the information on the Business Opportunities portion of the San Diego International Airport website (www.san.org).

I just obtained a contract with a company established at the Airport. How can I get my employees badged to service that contract?

You must be sponsored by the company or have a direct agreement with the airport. Please refer to the information on the Business Opportunities portion of the San Diego International Airport website (www.san.org).

I have an agreement with the Airport Authority. How do I begin the badging process for my employees?

Once a company has been confirmed as having an agreement with the Airport Authority, the new company shall appoint a Senior Authorized Agent (Senior Signatory). The appointment requires a specific set of forms/letters from a corporate-level official affiliated with the company. This person will be enrolled, along with the company, by the Access Control Office. Once this person has cleared their background and passed their badge testing, they will be responsible for onboarding any additional staff for their company.

I have an agreement with a company already doing business at the Airport. How do I begin the badging process for my employees?

Once a company has been confirmed as being sponsored by a company already established at the Airport, the new company shall begin the onboarding process with the company they are doing business with. At the discretion of the sponsoring company, they may designate a signatory from the new company to assist/maintain badging responsibilities for their employees. The sponsoring company shall ultimately remain responsible for the badging functions of their sponsored companies.

 DNNSmart.SuperFAQ - Keys
I need access through a door, but there is only a lock and no card reader. How do I get a key?

Contact the Access Control Office and let them know the situation.  If the request justifies the requirements for being issued a key, you will be given the steps to receive a key.

I was issued a key, but my coworker wasn't. Can I give them my key to use?

No. Like your badge, the key is assigned specifically to a person and is not to be shared under any circumstances.  Your coworker needs to contact the Access Control Office to see if they are eligible to receive their own key.

What if I lose my key?

Just like your badge, you need to report anytime you lose a key or a key is stolen.  Contact the Access Control Office to report if this happens immediately.

 DNNSmart.SuperFAQ - Initial Badge Applicant
What is the cost of a SAN ID?

The cost of a new SAN ID Badge is $38.00.  Certain agencies may be exempt from all or part of this cost.

Who can schedule an appointment for initial badging?

Only an active signatory can schedule an appointment for a new badge applicant.  Administrative Assistants, badge applicants, or any other supervisor/manager positions who are not a Signatory cannot schedule the appointment.  NOTE: ALL INITIAL BADGE APPOINTMENTS REQUIRE AN ACTIVE SIGNATORY TO BE PRESENT.

How long will it take to get my badge?

Unfortunately, there is no set amount of time it takes a person to clear.  Once a badge application is processed, approval can take three to 30 days.  In some cases, it may take longer.  The TSA & FBI do not process on a first received, first cleared concept.  Once the data has been submitted successfully, there is no way to find out where in the clearing process a badge applicant is.  All the Access Control Office can determine is if the applicant is pending, denied, or approved.

I have a criminal record. Does that mean I am disqualified from receiving a badge?

Not necessarily.  TSA does have a list of disqualifying Felony convictions.  This list can be reviewed on the Access Investigation Form Part I.  It is important to understand that not all convictions are disqualifying.  It is also important to understand that though not automatically disqualifying, all records are reviewed and adjudicated (reviewed and ruled on) by the Airport Operator and are subject to denial based on this review and information provided.

I received a denial notice. What can I do?

If you receive a denial notification, you can appeal this decision.  Your employer/potential employer will receive a notification with specific instructions on this process.  It is important to read these instructions, follow them very carefully, and do so by the deadline.

My employer received a denial notice. Why was I not included?

The Access Control Office only communicates with Signatories (designated liaisons between the company and Access Control Office) for badge-related business.  Specific reasons for, and information related to the denial will only be discussed between the credentialing staff and the individual with the record being denied.  ACO Staff does not, and will not, discuss any specifics with your company other than you were denied and have the option to appeal the decision.

I just moved, but my license does not reflect my new address. What do I do?

The address on your license and the address on file is not required to match.  The address on file with the Access Control Office should always be the most current.

I just moved to California from another state and do not have my California Driver's License yet. Can I still have driving privileges?

If you are a resident of California, state law requires you to obtain a California Driver's License within ten days.  The exceptions are: you are temporarily assigned to this Airport/Jobsite and are home-based in another state; provide proof of active duty service status or that you are a dependent/spouse an active duty service member.

My ID is about to expire. Can I still use it?

If the ID is not expired, it is acceptable.  However, a case-by-case review will determine whether or not you will be able to process with it. Signatories should reach out to Access Control Office staff for an answer based on the specific situation.

I received a letter from someone stating they are an Investigator for the Airport. Is this a scam?

No. The Airport Authority has background investigators who investigate and verify the 10-year history provided as part of the application process.  You will need to follow the instructions in the letter you receive.  Should you want to verify names and contact information, you can contact the Access Control Office, and they can verify the information you received.

I received my badge already. Do I need to continue with the Investigator?

Yes. A condition of receiving/retaining your badge is completing all parts of the badging process, including the investigation conducted by the Airport Investigator.

When can I attend training?

 DNNSmart.SuperFAQ - Current Badge Holder
What if my SAN ID is lost/stolen?

You must stop its access immediately by calling the Access Control Office at (619) 400-2765.  You may also contact your Authorized Signatory to deactivate your lost/stolen SAN ID badge.  If your SAN ID badge is lost/stolen after hours, or if you are unable ro reach the Access Control Office, you must contact the Airport Communications Center at (619) 400-2710 to have your badge deactivated.  To replace your SAN ID, an Authorized Signatory from your company must approve the replacement.  You will be required to come to the Access Control Office to replace your Lost/Stolen SAN ID badge, file a police report, and pay the fee (SIDA badge replacement is $75.00; Sterile badge replacement is $15.00)

What is required to renew your SAN ID Badge?
  • Your signatory must approve the renewal in the SAFE Portal
  • You will need to bring your badge, two (2) forms of acceptable, unexpired ID (no photocopies/pictures are accepted), and a form of payment (debit/credit only) to the Access Control Office training room and complete badge renewal training. If you have driving privileges on your badge, one form of ID must be your driver's license.  Some agencies may be exempt from payment.  Refer to the List of Acceptable Documents document on our website for what IDs can be accepted.
  • Once training is complete, you will proceed to the front desk and complete the renewal process.
When can I renew my SAN ID Badge?

You can renew your SAN ID 30 days prior to the date printed on your badge.  Your Signatory must approve the renewal in the SAFE Portal before you come to the Access Control Office.  Failure to complete this step will result in being turned away.

How long do I have to renew my SAN ID Badge once it expires?

SAN ID badges expire on a specific day of the month.  Though there is a 30-day grace period after expiration, there is no guarantee you will be able to renew your badge or receive your badge the same day.  Your badge will not work once the expiration date passes, and you are not eligible for escort with an expired badge.  If you let your badge exceed the 30-day grace period, you must immediately return it to the Access Control Office and will be required to start the badge process again (fees will apply if applicable).

What if my employment ends at the Airport?

If your employment ends at the airport, you must immediately return your SAN ID badge to your employer or the Access Control Office.

Can I schedule an appointment for my renewal?

Yes, the badge holder or Signatory can schedule an appointment for the renewal.  Badge renewal training must be completed before the appointment time.  Appointments are for processing at the front desk, not checking into the training room.

I received a notice that my company is being audited. Do I need to do anything?

Yes. The Access Control Office can audit any media at any time with or without notice.  The TSA can also audit in the same manner, separate from the Airport.

What do I do if I am being audited by the Airport?

Read the notice carefully and comply with any/all instructions and deadlines.  Failure to comply with either could result in a suspension of badging privileges for a company.

What kind of audits should I anticipate?

The Access Control Office audits everything from badges (SIDA/Sterile/Visitor) to badge percentages, physical keys, airside vehicle permits/escort placards, and training.  A good rule of thumb is anything the Access Control Office oversees could potentially be audited.

What are the Access Control Office hours?

The Access Control Office (ACO) is open Monday through Thursday from 7:30 AM to 11:30 AM and 1:30 PM to 4:00 PM; Fridays from 7:30 AM to 11:30 AM.  Closed holidays (announced via Tenant Informational Notices to company signatories).

Where is the Access Control Office located?

The Access Control Office is located in Terminal 2 East, First Floor, 3707 N Harbor Drive, San Diego, CA 92101.

How can I contact the Access Control Office?

You may call or send an e-mail.  The phone number is (619) 400-2765.  Our e-mail address is acocuserv@san.org / acocustomerservice@san.org.

Do I require an appointment to do business with the Access Control Office?

No; however, appointments are encouraged as wait times can be long.  Remember, the Access Control Office handles access operations for any and all individuals who access anywhere other than the public areas of the Airport.

If I arrive before closing, will I be seen?

Not necessarily.  The Access Control Office stops processing at specific times (current times posted in the Access Control Office).  This may mean you will have to return later in the day or the following business day if they can not get to you.  Appointments are highly encouraged to prevent this from happening.
