Role

The Office of the Chief Auditor (OCA) at the San Diego County Regional Airport Authority (Authority) functions as an independent internal audit body, delivering objective assurance and advisory services that enhance organizational value, promote accountability, and support continuous improvement. The OCA’s authority to conduct audits is established by the California Public Utilities Code and the Charter for the Office of the Chief Auditor.

Purpose

The Office of the Chief Auditor independently assesses the Authority’s operations to provide assurance to the Audit Committee, Board of Directors, and executive leadership. These assessments verify that performance expectations are being met, that applicable codes, policies, and procedures are adhered to, and that recommended enhancements are effectively implemented. Through this work, the OCA contributes to strengthening governance, optimizing operational efficiency, and safeguarding public trust.

Chief Auditor

Lee Parravano serves as the Chief Auditor for the San Diego County Regional Airport Authority. Appointed by the Board of Directors, the Chief Auditor operates independently of Airport Authority management and reports directly to the Board through the Audit Committee.

In this role, Lee oversees all internal audit activities, including those conducted by external consultants and audit professionals. Since assuming the position in April 2018, Lee has led the Office of the Chief Auditor with a focus on transparency, accountability, and continuous improvement.

Services Offered by the Office of the Chief Auditor

The Office of the Chief Auditor operates under a strict framework of professional standards, including a Code of Ethics and the International Standards for the Professional Practice of Internal Auditing. It plays a key role in supporting the Audit Committee and the Board in fulfilling their oversight responsibilities.

Internal Control and Compliance Audits

Evaluate the effectiveness of internal controls and ensure compliance with applicable laws, regulations, and policies.

Performance Audits

Assess the efficiency, effectiveness, and economy of operations and programs.

Contract Audits

Review contracts to ensure terms are met and identify any financial or operational risks.

Construction Audits

Examine construction projects for cost accuracy, contract compliance, and project management effectiveness.

Investigations

Conduct inquiries into allegations of fraud, waste, abuse, or other misconduct.

Critical Analysis or Training (Upon Request)

Provide specialized analysis or training sessions tailored to specific needs or areas of concern.

Ethics Program

The Authority’s Ethics Program, overseen by the Office of the Chief Auditor, plays a vital role in fostering a culture of integrity and accountability. A central focus of the program is the proactive identification and management of fraud-related risks, ensuring that ethical standards are upheld throughout the organization. The program is designed to promote ethical behavior, transparency, and responsible decision-making at all levels of the Authority.
