About the Airport Land Use Commission (ALUC)

The San Diego County Regional Airport Authority serves as the Airport Land Use Commission (ALUC) for San Diego County, promoting public safety and responsible development near airports.

As ALUC, the Authority adopts Airport Land Use Compatibility Plans (ALUCPs) to guide local agencies in approving land uses that align with airport operations. These plans reduce the risks of noise and safety impacts for nearby communities and require disclosure of airport proximity for residential properties.

ALUCPs also protect aircraft in flight by meeting FAA standards for airspace safety and preventing incompatible development that could limit airport operations. This not only safeguards critical infrastructure but also supports regional jobs and economic growth.

Preliminary Project Review

Project sponsors should use the ALUCP Mapping Tool (see link below) to identify relevant noise, safety, airspace and overflight factors that may impact proposed development. The Tool can now assist project sponsors in understanding height limitations of proposed structures. For site-specific guidance, email [email protected] with the Assessor Parcel Number(s) (APNs) and proposed development details (e.g., land use type, number of units, building area).

ALUCP Update

The updated Airport Land Use Compatibility Plan (ALUCP) for San Diego International Airport was adopted by the Airport Land Use Commission on February 13, 2025, following two years of stakeholder engagement and public outreach, including a virtual public meeting on June 25, 2024 (available below).

A Displacement Analysis found no significant impacts on future land use under local zoning. As a result, a Notice of Exemption under CEQA was filed with the County of San Diego and State Clearinghouse. Both documents are available below.
