The committee collaborates with the Airport Arts Program leadership and the Arts Program Coordinator, contributing to artist selection, project planning, meeting agendas, and community outreach. It played a critical role in shaping the comprehensive Arts Master Plan approved in 2019, which guides the integration of performing arts, public art, and rotating exhibits into the passenger experience—such as the recently unveiled “Mirror Mirror” exhibition in Terminal 2.

The Airport Land Use Commission (ALUC) function of the San Diego County Regional Airport Authority ensures that land use in the vicinity of San Diego International Airport is safe and compatible with aviation operations. As mandated by California law, the ALUC develops and implements Airport Land Use Compatibility Plans (ALUCPs) for the airport, which establish guidelines to protect people and property from aircraft noise, safety risks, airspace interference, and overflight disturbances. These plans also help preserve airport operations by preventing encroachment of incompatible development. Local governments must incorporate these standards into their zoning and general plans, and must consult the ALUC on proposed developments. However, the ALUC doesn’t regulate current uses or airport operations—it only influences future land use planning around the airport through a formal review and advisory process.

The Airport Noise Advisory Committee (ANAC) at San Diego International Airport is a longstanding advisory body—established in 1981 under the former San Diego Unified Port District and now codified under Airport Authority Policy 9.20—that brings together up to 18 voting members drawn from community planning groups, resident neighborhoods, business, aviation, and military stakeholders. ANAC serves as an essential forum for collaborative discussion on aircraft noise issues, residential sound attenuation (such as the Quieter Home program), Part 150 noise compatibility planning, noise monitoring, mitigation strategies, and community outreach efforts. It provides recommendations to the Airport Authority Board and works closely with airport staff and the FAA to evaluate and implement noise abatement measures—like revising departure procedures and recognizing airlines through programs such as Fly Quiet.

The governance and oversight of San Diego International Airport (SAN) fall under the jurisdiction of the San Diego County Regional Airport Authority (SDCRAA), a unique regional entity formed to operate and manage the airport on behalf of the local governments in San Diego County. The authority operates with a mission to oversee the airport’s safe, efficient, and environmentally responsible operation while supporting the region’s economic vitality and quality of life.

One vital component within this governance framework is the Appointing Jurisdictions Committee—a committee established to ensure that the selection and appointment of board members to the Airport Authority reflect the diverse interests of San Diego County’s varied jurisdictions. This committee’s work is fundamental to maintaining balanced regional representation and ensuring that local governments retain a voice in decisions impacting one of the county’s most critical infrastructure assets.

The Audit Committee is a standing committee of the Airport Authority Board, composed of four board members and three public members appointed for staggered three-year terms. It serves as a guardian of the public trust by independently overseeing the Authority’s internal controls, financial reporting, ethics, audit functions—including recommending external auditors—and risk management. Meeting at least quarterly, the committee reviews accounting practices, performance monitoring, and audit results. It provides recommendations to the full board regarding auditor selection and contract renewal—and ensures transparency and accountability in the airport’s financial operations
