Overview

The San Diego County Regional Airport Authority is committed to fostering opportunities for small, local, veteran and diverse businesses. Through various certification programs, we encourage equitable access to contracting and concession opportunities at San Diego International Airport (SAN).

DBE and ACDBE Programs

The DBE and ACDBE programs are federally mandated initiatives administered by the U.S. Department of Transportation (DOT). Their primary purpose is to ensure that small businesses owned and controlled by socially and economically disadvantaged individuals have a fair opportunity to compete for federally funded transportation contracts.

Disadvantaged Business Enterprise (DBE)

The DBE program supports for-profit firms that are at least 51% owned and controlled by socially and economically disadvantaged individuals who are U.S. citizens or lawful permanent residents. The program focuses on removing barriers to the participation of DBEs in federally-assisted contracts and assisting the development of firms that can compete successfully in the marketplace outside the program. To qualify, firms must meet both the Small Business Administration size standards and the specific DBE program requirements.

Eligibility Includes:

  • 51% ownership by individuals from underserved communities.
  • Must meet SBA size standards
  • Personal net worth ≤ $2.047M

Airport Concession Disadvantaged Business Enterprise (ACDBE)

The ACDBE program supports for-profit firms with the same ownership requirements as DBE – at least 51% owned and controlled by socially and economically disadvantaged individuals who are U.S. citizens or lawful permanent residents. However, this program focuses specifically on businesses performing concession-related activities, either directly serving the public or supporting other concessionaires. Like DBE, qualifying firms must meet both SBA size standards and specific ACDBE program requirements.

Eligibility Includes:

  • 51% ownership/control by disadvantaged individuals
  • Average annual gross receipts ≤ $56.42M (over 3 years)

Local Business Enterprise (LBE) Program

The LBE program supports participation of certified local small businesses in SAN contracting opportunities. The Authority launched the Local Business Enterprise (LBE) certification to allow for local business preference in the award of certain contracts by the Authority (per Policy 5.12). The Authority encourages firms to review the local business criteria and apply for certification. Firms desiring consideration for local business preference must qualify as an LBE prior to solicitation due date.
