Choose from five comprehensive medical plans:

We offer five different medical plans that allow you to decide what is best for you and your loved ones. In-network benefits for the Select HMO, Priority Select HMO, PPO, and HDHP with HSA are provided through Cigna. To find a provider, visit www.mycigna.com.

Select and Full Network HMO Plans:

• Covered services include only those provided by an In-network provider.
• Your selected Primary Care Physician (PCP) will coordinate your treatment and provide referrals to Specialists.
• The plan shares the cost of services without a need to meet a deductible.
• The only difference between HMO plans is the network of providers.

PPO Plan:

• Freedom to seek care from the provider of your choice.
• Receive maximum benefits and lowest out-of-pocket costs with providers participating in-network.
• The calendar-year deductible must be met before certain services are covered.

HDHP with HSA:

• Freedom to seek care from the provider of your choice.
• Receive maximum benefits and lowest out-of-pocket costs with providers participating in-network.
• Includes a Health Savings Account (HSA) that allows you to save funds to pay for qualified health care expenses (as defined by the IRS), including most medical, prescription drug, dental, and vision expenses. To offset the high deductible, the Airport Authority deposits an upfront annual contribution to your HSA upon enrollment to cover the annual deductible in most cases.

Cross Border Health Plan Option (MediExcel)

• Covers emergency and urgent care services worldwide including Tijuana, Tecate, Mexicali, San Diego and Chula Vista.
• All-inclusive healthcare campus in Tijuana.
• There is no deductible that needs to be met before the plan shares the cost of services.
• Virtual Care Services are available.

Employee Assistance Program (EAP)

It can often be helpful just having someone to talk to. Confidential help is a phone call away with the Employee Assistance Program. The program provides professional, private, and confidential services through a network of qualified counselors and resources. Receive counseling sessions per issue, per person, per year and unlimited toll-free phone access and online resources at no cost.

Choose between two dental plans:

Dental DHMO

• Choose a primary dental provider to manage your care.
• No charges for most preventive services with reduced, pre-set charges for other services.
• No claims forms and no deductible.

Dental DPPO

• Freedom to seek care from the provider of your choice.
• Receive maximum benefits and lowest out-of-pocket costs with providers participating in the Anthem Blue Cross network.
• You must meet a calendar-year deductible before the plan begins to share the cost of services.

Waiving Dental

Authority provides a credit for those not electing to enroll in a dental plan.

Defined Contribution Plan (457/401a): The 457 retirement savings plan allows for both pre-tax and Roth (post-tax) contributions, providing tax savings while planning for the future. Earnings from this plan grow tax-free. For 2025, the IRS contribution limit is $23,500, with additional catch-up contributions for individuals aged 50 or nearing retirement. Participants can start, stop, or modify their contributions at any time within IRS limits. Additionally, the Authority will contribute 8% of eligible compensation to the 401a Defined Contribution account.

Defined Benefit Plan (SDCERS): All full-time employees are eligible for this plan through the San Diego City Employees’ Retirement System. It provides a guaranteed lifetime benefit based on your age, years of service, and final compensation.

Funded Health Reimbursement Arrangement (FHRA): An annual, tax-free contribution from the Authority to help cover medical expenses in retirement. New hires may also elect to contribute within 30 days of hire. Funds can be used for qualified medical costs after retirement.

Protecting You and Your Loved Ones

• Basic Life/AD&D: 100% employer-paid coverage for death or accidental injury. Coverage over $50,000 may be taxable.
• Voluntary Life: Buy extra coverage for yourself and eligible dependents. Spouses who both work at the Authority can’t cover each other.
• Voluntary AD&D: Optional standalone or additional coverage. Flat-rate premiums based on benefit amount. Includes dependent coverage.
• Short-Term Disability: Free coverage that replaces part of your income during a qualified illness or injury. Not part of CA state program.
• Voluntary Long-Term Disability: Optional income protection at a group rate.

Flexible Spending Accounts (FSAs)

• FSAs let you set aside pre-tax income for eligible expenses, reducing your taxable income. Three options are available:
  • Medical FSA: Use pre-tax funds for qualified health expenses for you and your dependents (up to age 26), up to the IRS limit.
  • Dependent Care FSA: Covers eligible dependent care costs, up to the IRS annual limit.
  • Commuter Transit FSA: Pre-tax funds for commuting costs. The Authority contributes monthly, and unused funds roll over.

Time Away from Work

• Paid Time Off (PTO): Accrues annually based on length of service.
• Other Leave: 40 hours per year (pro-rated in the first year); must be used by year-end—no rollover.
• Holidays: 14 paid holidays, including New Year’s Day, MLK Jr. Day, Memorial Day, Juneteenth, Thanksgiving, Christmas, and others.
• Paid Family Leave: Up to 6 weeks (8 weeks starting Jan. 1, 2026) at 100% pay for bonding with a new child or caring for a seriously ill family member.
