Airport Authority Rules & Regulations

The San Diego County Regional Airport Authority oversees the operation of San Diego International Airport (SAN), serving as the primary commercial airport for the San Diego region. The Rules are full-text searchable and downloadable for your convenience.

Irregular Operations Plan

SAN maintains a comprehensive IROPS plan addressing tarmac delays, passenger surges, and other disruptions in compliance with FAA requirements.

Non-Scheduled Operations (Charters)

Charter operators must comply with Airport Authority regulations, coordinate with Airport Operations, and arrange appropriate ground handling services.

Gate Rules

The Gate Rules detail how the Gates, Ticket Counters and Aircraft Parking Positions are assigned. The Gate Rules are subject to change at the sole discretion of the Authority.

Lobbyist Information

Pursuant to San Diego County Regional Airport Authority Code Section 2.15, all Lobbyists shall register as an Authority Lobbyist with the Authority Clerk within ten (10) days of qualifying as a lobbyist. A qualifying lobbyist is any individual who receives $100 or more in any calendar month to lobby any Board Member or employee of the Authority for the purpose of influencing any action of the Authority. Public Records Request

Pursuant to the California Public Records Act, the San Diego County Regional Airport Authority will make any public record or any reasonably distinguishable portion of a public record available for inspection or copying.

Public records are open to inspection at all times during regular office hours. If a request to inspect records includes numerous documents, the Authority reserves the right to set a date and specific time when the documents will be available for inspection. Copies of records may be requested and will be provided within a reasonable amount of time. All document duplication fees are due and payable in full and are based on the current fee schedule.

The San Diego County Regional Airport Authority (“Authority”) is governed by public records laws. Information provided to the Authority through the use of this form is subject to disclosure in accordance with the California Public Records Act (Cal. Gov. Code §7920.000 through 7930.215, et seq.)
