About Airport Land Use Compatibility Plans
The purposes of the Airport Land Use Compatibility Plans (ALUCPs)
are two-fold:
- To provide for the orderly growth of each public airport and
the area surrounding the airport, and
- To safeguard the general
welfare of the inhabitants within the
vicinity of the airport and the public in general.
The plans protect airports from encroachment by incompatible land
uses that could result in restricted operations of the airport.
Protecting the airport protects jobs, industry and the local economy.
Coordinated long-term planning will benefit the region as a whole.
- The Airport Authority is working cooperatively with local jurisdictions
and the County of San Diego with the goal of crafting ALUCPs
that will provide for harmonious co-existence around all San
Diego County
airports.
- The Airport Authority is responsible for preparing
ALUCPs for all sixteen airports in San Diego County. The plans
need to be prospective
and be updated to conform to today's state and federal guidelines
relating to noise, overflight, safety and airspace protection.
- The Airport Authority adopted six new ALUCPs for the airports
in Agua Caliente Airport, Borrego Valley Airport, Fallbrook
Community
Airpark, Jacumba, Ocotillo and Ramona Airports in December
of 2006.
- Structure replacement and infill development are
permitted under ALUCPs.
- Under state law, a jurisdiction's land
use policies must be consistent with an adopted ALUCP, although
a jurisdiction
can
override the
ALUC with a 2/3 vote if the necessary findings are made.
If issues,
especially those regarding safety, between the Airport Authority
and local jurisdictions cannot be resolved, the jurisdictions
must formally overrule the Authority according to procedures
found in the
California Airport Land Use Planning Handbook.
