Small Business Development was established to ensure that Local, Small, Historically Underutilized, Service-Disabled Veteran and Emerging Businesses have every opportunity to do business with the Airport Authority. The San Diego County Regional Airport Authority is an avenue of support to San Diego County’s small business community, conducting outreach and providing business development services for contracting, professional services and procurement opportunities at San Diego International Airport. Small Business Development acts as a resource for all the departments within the San Diego International Airport to foster opportunities for small businesses.

LAM Holdings, LLC
Lachele Mangum is an entrepreneur who started her sales and marketing career in the financial services industry as a Regional Vice President, and later ventured into the medical and biotechnology world over 25 years ago covering several diverse geographic locations to include California, Illinois, Michigan, Wisconsin, and Arizona.
Lachele Mangum attended UCLA and Long Beach State University to obtain her BS degree in community health education and later graduated with honors with her MBA from Grand Canyon University with an emphasis in marketing and business ethics. As a Business Executive, Lachele has been a top performer in several fields which have won her numerous sales awards and recognition such as President’s Club, Leader’s Circle of Excellence, and Top Executive of the Year Awards.
Lachele has been an integral part of the design, construction and start up operations of several businesses including Snap Fitness in Gilbert, Arizona which she and her family have owned and operated since 2008, and Press Coffee Food & Wine (rebranded in August 2017 to The Refuge Coffee, Food & Wine) in Terminal 4 at Phoenix Sky Harbor which opened in July 2012. She oversees and manages the daily operations, sales, human resources and accounting for the business which she opened with her husband and his business partner. Lachele exemplifies true leadership in her daily philosophy of remaining adaptable and flexible while empowering her staff to make tough decisions, lead by example, and provide the best customer service to airport travelers and employees.
Lachele has partnered with Stellar Partners CEO, Susan Stackhouse at the San Diego International Airport with the specialty stores Swarkovski, Mindworks and See’s Candies along with Stellar News Express, Old Town News & Market, and Stellar News.
Phoenix City Councilwoman, Kate Gallego selected Lachele to sit on the selection committee to elect the first female Fire Chief in Phoenix’s history. She also serves as a mentor to young people in her community, and is an avid fundraiser for several non-profits.
LAM Holdings, LLC, founded in 2011, is the newest member of Lachele’s entrepreneurial portfolio. Her goal is to own, operate, consult and manage airport retail stores throughout the United States. Lachele has over 5 years of airport concession experience in food and beverage, and now retail at SAN. LAM Holdings. LLC is an ACDBE/DBE/SBE certified company.

Recognizing that the main barriers for small businesses have been a lack of access to bonding and financing, the airport's Bonding and Contract Financing Assistance Program assists small contractors in establishing first time bonding or increasing their current bonding capacity and financing for airport contract work.
Enrollment Information - The San Diego County Regional Airport Authority Bonding and Contract Financing Assistance Program is open to all experienced and licensed small businesses interested in participating.

How Funds Administration Works
Funds Administration (“FA”) is an underwriting tool sometimes required by a surety company as a condition of obtaining a bond. It is also required by the surety bond program to protect the guarantee provided to a surety on the contractor's behalf.
Although there are a number of FA companies utilized by various surety companies, the process is often similar: Essentially, progress payments are sent to the FA Company instead of directly to the contractor. It is the job of the FA to make sure the right people get paid the right amount at the right time. This includes payment to subcontractors, suppliers, etc., and to the contractor for their overhead and profit.
