Request for Bids (RFB) *
RFB is a low bid solicitation process used for construction projects by law and
to purchase many goods. The Authority does not low bid services. The lowest bid
of the responsible bidders is awarded the contract. Typically, the bids are opened
in a public meeting.
Request for Proposals (RFP) **
A RFP is a competitive solicitation process where experience, skill, work
plan and cost are some of the evaluation criteria that will be analyzed
to choose
the best service or consulting company for the Authority. The analysis
may include interviewing several qualified companies.
Request for Qualifications (RFQ) ***
An RFQ is a competitive solicitation process where
experience and skill are some of the evaluation
criteria that will be analyzed to choose the
best
consultant for the Authority. Under an RFQ, fees
are not requested from candidates and fees cannot
be a factor in choosing the best qualified company. The analysis
may include interviewing several qualified companies.
For FAA-funded projects, even a “double envelope” system
is prohibited (this process involves candidates
submitting two envelopes, one with qualifications
and one with fees that is not opened until
a finalist is chosen). After the best qualified
company is chosen, then
the Authority negotiates fees with that company.
